On April 12, 2023, EPA and the Puerto Rico Department of Natural and Environmental Resources announced the award of a $3 million climate planning grant to Puerto Rico from the IRA section 60114 Climate Pollution Reduction Grant program (CPRG). The CPRG program supports states, territories, Tribes, municipalities, and air agencies in the creation of comprehensive and innovative pollution reduction strategies that maximize benefits, especially for low-income and disadvantaged communities.
Puerto Rico will use the funds to augment its climate planning, such as by establishing a reliable and carbon-neutral power grid, in collaboration with municipalities and local communities. As a recipient of the planning grant worth $3 million, Puerto Rico is eligible to apply for an implementation grant, also authorized by the IRA, which will be subject to a competitive national grant competition later this year. In addition, San Juan is eligible to apply by April 28, 2023 for a $1 million grant for regional planning under the CPRG program.
