Section 60105 of the IRA appropriates $230.5 million to the EPA Administrator for grants and other activities authorized under sections 103 and 105 of the Clean Air Act. Those provisions of the Clean Air Act authorize the EPA Administrator to develop an air pollution research and development program and to make grants to air pollution control agencies for air pollution prevention and control programs.
Of the $230.5 million appropriated by section 60105 of the IRA, $117.5 million must be used to “deploy, integrate, support, and maintain fenceline air monitoring, screening air monitoring, national toxics trend stations, and other air toxics and community monitoring.” $50 million is set aside “for grants and other activities . . . to expand the national ambient air quality monitoring network with new multipollutant monitoring stations” and “to replace, repair, operate, and maintain existing monitors.” $3 million is set aside for the deployment, integration, and operation of air quality sensors in low-income and disadvantaged communities. $15 million is set aside for “testing and other activities to address emissions from wood heaters.” $20 million is reserved for monitoring methane emissions. The final $25 million is to be used for grants and other activities authorized under sections 103 and 105 of the Clean Air Act.
Section 60105 also appropriates an additional $5million to the EPA Administrator to provide grants to states to adopt and implement emissions standards for mobile sources.
All funds appropriated under section 60105 will remain available until September 30, 2031.
