Congress Passes Joint Resolution to Disapprove EPA Rule on Methane Emissions

Date: 02/27/2025
Type: Rollback of IRA

On February 27, 2025, Congress passed H.J.Res.35, a joint resolution of disapproval under the Congressional Review Act. The resolution voids EPA’s final rule on methane waste emissions, which was issued pursuant to IRA section 60113. The IRA requires EPA to address methane emissions from the oil and gas sector by assessing a charge on certain large emitters of waste exceeding emissions intensity levels set by Congress. The joint resolution awaits the President’s signature to become law.

The resolution was originally introduced on February 4, 2025 by Representative August Pfluger (R-TX).
