DOE Requests Comments on Home Energy Rebate Programs

Type: Implementation of IRA

On January 31, 2023, the Office of State and Community Energy Programs in the Department of Energy (DOE) issued a Request for Information on the development of best practices for two programs established via the IRA:

  1. The Home Energy Efficiency Rebates Programs, established in section 50121 of the IRA, which makes available $4.3 billion to states to develop and implement a Home Owner Managing Energy Savings (“HOMES”) rebate program; and
  2. The High-Efficiency Electric Home Rebate Program, established in section 50122 of the IRA, which makes available $4.275 billion to States and $225 million to Indian Tribes to develop and implement high-efficiency electric home rebate programs.

Both programs are intended to help households save money on energy bills, upgrade to clean energy equipment, improve energy efficiency, and reduce indoor and outdoor air pollution. These rebates will save US households an estimated $1 billion annually. Information received will help design, manage, and improve the Home Energy Rebate programs. Responses and comments are due March 23, 2023 by 8 pm EDT.
