DOE Terminates Loan Guarantee for Renewable Energy Transmission Line

On July 23, 2025, DOE announced that the Loan Programs Office (LPO) terminated its conditional commitment for the Grain Belt Express Phase 1 project, a high-voltage direct current (HVDC) transmission line intended to connect wind and solar capacity across Kansas and Missouri, claiming that the “conditions necessary to issue the guarantee are unlikely to be met.” The $11 billion project received a $4.9 billion loan guarantee from the DOE on November 25, 2024.

IRA section 50141 authorized DOE to guarantee loans for eligble projects under section 1703 of the Energy Policy Act, also known as Title 17 of up to $40 billion through September 30, 2026. The provision also appropriated $3.6 billion for the costs of guarantees. Title 17 appropriates financing for clean energy technologies that reduce GHG emissions using new or improved terchnologies. The OBBBA, passed on July 4, 2025, rescinded all unobligated funds for Section 50141.
