On February 3, 2025, DOI’s Secretary issued Secretarial Order 3418 to implement President Trump’s Executive Order 14154, “Unleashing American Energy.” Among other things, the Secretary directed agency staff to review and consider suspending, revising, or rescinding a list of regulations and guidance. The list includes the Bureau of Land Management’s guidance, “Implementation of Section 50265 in the Inflation Reduction Act for Expressions of Interest for Oil and Gas Lease Sales” (November 21, 2021), as well as “all other related [instruction memoranda] addressing changes made by the Fluid Mineral Leases and Leasing Process rule.”
Additionally, the order instructs agency staff to review “processes, policies, and programs for issuing grants, loans, contracts, or any other financial disbursements of all appropriated funds from the Inflation Reduction Act . . . for consistency with the policy in section 3” of the order.
