DOT Opens Applications for $1.2 Billion in Funding to Reduce Transportation Sector Air Pollution

On March 12, 2024, DOT’s Federal Highway Administration launched the Low-Carbon Transportation Materials (LCTM) Program, created by IRA section 60506, aimed at lowering greenhouse gas emissions and other air pollution from the transportation sector. The LCTM program reimburses and incentivizes funding for low carbon construction materials and products that help decrease pollution and improve air quality while providing agencies with resources to quantify emissions of construction materials through coordination with industry.

For this first phase of implementation, $1.2 billion is available to all 50 states, Washington D.C., and Puerto Rico in Request for Applications to fund activities and projects that reduce carbon emissions and other pollution through the use of low-embodied carbon materials and projects. Later this year, $800 million will be available for non-state applicants (Tribes, cities, etc.) through a Notice of Funding Opportunity. The LCTM program is part of the Biden Administration’s Investing in America Agenda and Federal Buy Clean Initiative.
