EPA Extends Deadline for States to Submit Comprehensive Climate Action Plans

On November 25, 2025, EPA granted an extension to the deadline for states and Metropolitan Statistical Areas (MSAs) to submit Comprehensive Climate Action Plans under the Climate Pollution Reduction Grant (CPRG) Program established by IRA section 60114. The deadline moves from December 2025 to June 1, 2026. Any State or MSA with a previously established deadline after June 1, 2026 will retain that deadline.

IRA section 60114 provided nearly $5 billion in grants to states, local governments, tribes, and territories to develop and implement ambitious plans for reducing greenhouse gas emissions and other harmful air pollution. This two-phase program provides $250 million for noncompetitive planning grants, and approximately $4.6 billion for competitive implementation grants.
