On November 4, 2022, the Environmental Protection Action (EPA) issued a Request for Information on the use of funds appropriated under section 60109 of the IRA for implementation of the American Innovation and Manufacturing (AIM) Act. The AIM Act was enacted to implement the Kigali Amendment on HFCs. It directs EPA to take steps to phase down the production and consumption of listed HFCs, manage these HFCs and their substitutes, and facilitate the transition to next-generation technologies. The IRA provided $38.5 million for implementation of the AIM Act, including $15 million earmarked for new competitive grants for reclaim and innovative destruction technologies.
The Request for Information issued by EPA on November 4 seeks responses to three questions:
- What innovative destruction technologies listed under 40 C.F.R. ยง 84.29 are commercially available or under development?
- What do you see as important components of a grant program consistent with Section 60109(a)(3) to support reclaim and innovative destruction technologies?
- What sort of new implementation and compliance tools should EPA deploy to maximize the benefits of the AIM Act?
EPA accepted responses through January 18, 2023.
