Type: Implementation of IRA
On July 6, 2023, FEMA announced that it will fund low-carbon materials in public assistance projects in Guam in response to Typhoon Mawar. FEMA is authorized to provide federal funding for natural disaster hazard mitigation under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. IRA section 70006 specifies that FEMA may use that authority to provide funding for costs associated with low-carbon materials. FEMA’s response to Typhoon Mawar is the first time it is exercising its IRA authority.
