FEMA Issues Guidance to Implement Low-Carbon Funding Assistance

On December 17, 2024, FEMA issued a memorandum which provides guidance to FEMA regional administrators for implementing IRA section 70006. Section 70006 authorizes FEMA to provide financial assistance for low-carbon materials and low-carbon or net-zero energy projects under the Stafford Act.

The memo notes that financial assistance for low-carbon projects is available under the following FEMA programs: the Building Resilient Infrastructure and Communities and Pre-Disaster Mitigation programs, the Hazard Mitigation Grant Program and the Hazard Mitigation Grant Program Post-Fire, and the Public Assistance Program. This memo revises and consolidates two previous guidance memos on IRA section 70006.
