GAO Releases Report on Oversight of GSA Spending

On April 29, 2025, the Government Accountability Office (GAO) released a report on the agency’s oversight of the GSA’s spending under the IRA. GAO reported that the GSA has obligated 49 percent of its available IRA funding as of January 31, 2025. The report includes recommendations for GSA to address the challenges identified by GAO, including “that GSA develop a framework with criteria for selecting high-performance green building projects, add interim targets to each of its IRA performance goals, and publicly communicate its IRA goals.”

IRA section 70004 appropriated $25 million to GAO to oversee the distribution and use of funds appropriated under the IRA.
