House Committee on Energy and Commerce Proposes IRA Rollbacks to DOE Programs

On May 13, 2025, the House Committee on Energy and Commerce released proposed budget cuts repealing $2.8 billion in Inflation Reduction Act funds previously allocated to DOE for energy efficiency, transmission, low-greenhouse gas vehicle and industrial emissions reductions programs.

IRA section 50123 appropriates $200 million to train contractors for home energy efficiency improvements. IRA section 50141 authorizes DOE to guarantee up to $40 billion in loans for projects reducing or sequestering greenhouse gas emissions. IRA section 50142 appropriates $3 billion to DOE to provide loans to improve low- or zero-emission vehicle manufacturing. IRA section 50144 appropriates $5 billion to DOE to guarantee loans for projects upgrading energy infrastructure. IRA section 50145 appropriates $75 million to DOE to bolster tribal energy development. IRA section 50151 appropriates $2 billion to FERC for facility financing within National Interest Electric Transmission Corridors. IRA section 50152 appropriates $760 million to distribute grants for transmission projects. IRA section 50153 appropriates $100 million to DOE for wind power transmission planning. IRA section 50161 appropriates $5.8 billion to DOE to support the purchase or installation of low-emission industrial technology.
