Type: Implementation of IRA
On September 27, 2022, the Department of Housing and Urban Development (“HUD”) released a Request for Information on a new Green and Resilient Retrofit Program it is establishing. The program, which will use funds appropriated under the IRA, is intended to support energy, and water efficiency retrofits and climate resilience of HUD-assisted multifamily properties.
The Request for Information seeks input on:
- “Program design features, energy-saving measures, low-emission technology, and resilience design and measures that have proven effective in affordable multifamily buildings.”
- How to design “the program to meet energy and emissions reduction goals as well as climate resilience,” including “how to balance multiple goals (i.e., energy efficiency, decarbonization, and climate resilience)” and how to “factor in cost-effectiveness when evaluating applications for energy- and/or resilience-related projects.”
- Ways to “encourage or require applicants to leverage other funding for projects— such as owner equity, other federal, state, local, and/or utility grants, loans, rebates, tax credits, and incentives”
- How to “best ensure that funding is distributed equitably.”
- Ways to enhance “the availability and accessibility of whole-building aggregate energy data” to enable benchmarking of energy and water use for HUD-assisted multifamily properties.
- What equity considerations should be considered in implementing property retrofits and benchmarking.
- Ways HUD can evaluate program effectiveness.
HUD has indicated that the input “will inform prioritization of work, treatment of cost-benefit analyses, and key design elements that will help ensure program goals are met.”
