Senate Parliamentarian Advises Several Provisions in Republicans’ “One Big, Beautiful Bill” Are Not Permissible, Subject to Byrd Rule

On June 19, 2025, the Senate Parliamentarian ruled that several provisions in Republicans’ proposed budget bill are subject to the Byrd rule, meaning they cannot be included in the reconciliation process and would require sixty votes to pass, including the repeal of statutory authorizations for several Inflation Reduction Act programs.
