On November 3 and 4, 2022, the U.S. Department of Agriculture (“USDA”) held two virtual Listening Sessions in which rural communities, rural small businesses, agricultural producers, and others were invited to provide input on implementation of the IRA. The session on November 3 focused on sections 22001, 22002, and 22003 of the IRA which appropriate funding for certain USDA Rural Development programs to support low carbon energy production and use in rural communities. The November 4 session focused on section 22004 of the IRA, which appropriates funding for USDA to provide loans and other financial assistance to electric cooperatives to expand the use of low-carbon sources of electricity.
