On March 12, 2025, Coalition for Green Capital filed a lawsuit against Citibank and EPA for freezing $5 billion in grant funds and subsequently terminating Greenhouse Gas Reduction Fund grant awards. On March 18, 2025, the court issued a temporary restraining order preventing EPA and Citibank from giving effect to EPA’s notice of termination and from transferring the grant funds out of the Citibank account.
