Type: Rollback of IRA
On March 26, 2025, Democrats on the Senate Environment and Public Works Committee protested EPA’s termination of Greenhouse Gas Reduction Fund grants. Internal agency emails indicated EPA knew “changes in agency priorities” were not grounds for terminating awards obligated after September 30, 2024. EPA’s Office of General Counsel informed officials on February 25, 2025 and March 3, 2025 that the agency could not unilaterally terminate grant agreements based on “changes in agency priorities” for contracts lacking that provision.
These grants are funded by IRA section 60103, appropriating $27 billion to EPA to establish the Greenhouse Gas Reduction Fund.
