On March 11, 2025, EPA administrator Zeldin announced the termination of $20 billion in Greenhouse Gas Reduction Fund (GGRF) grants, claiming “substantial concerns regarding the [GGRF] program integrity, the award process, programmatic fraud, waste, and abuse, and misalignment with agency’s priorities.” EPA has not provided evidence of fraud or illegal actions; Citibank has frozen the GGRF funds at the behest of the FBI. On March 14, several Democratic Senators led by Ed Markey (D-MA) demanded that Administrator Zeldin “cease his unconstitutional persecution of GGRF grantees” and withdraw his request that Citibank freeze the grantees’ funding.
The Greenhouse Gas Reduction Fund is funded by IRA section 60103, appropriating $27 billion to EPA to assist states in implementing zero-emissions technologies and provide grants for nonprofits to administer greenhouse gas reduction projects.
