Type: Rollback of IRA
On February 10, 2025, EPA’s Office of Budget and Planning issued an internal memorandum that “temporarily pause[s] new obligations or disbursements for assistance agreements, loans, rebates, interagency agreements, procurement and no-cost actions pending review for compliance with applicable administrative rules and policies,” including all Greenhouse Gas Reduction Fund grants.
The Greenhouse Gas Reduction Fund is authorized by IRA section 60103, appropriating $27 billion to EPA to establish the fund.
