Type: Rollback of IRA
On March 19, 2025, EPA’s Office of the Inspector General announced that it will audit Solar For All, a $7 billion initiative to construct solar energy in low-income communities nationwide. EPA leadership has accused the program’s parent, the Greenhouse Gas Reduction Fund, of mismanagement. Environmental organizations and Democratic state attorneys general have sued EPA for unlawfully freezing the legally obligated funds.
Greenhouse Gas Reduction Fund programs including Solar For All are funded by IRA section 60103, appropriating $27 billion to the EPA to assist states in implementing zero-emissions technologies and provide grants for nonprofits to administer greenhouse gas reduction projects.
