HUD Pauses Green and Resilient Retrofit Program Pending Review

On March 13, 2025, the New York Times reported that numerous energy-efficient renovation projects are threatened as the Department of Housing and Urban Development (HUD) pauses the Green and Resilient Retrofit program, refusing to release previously allocated funding. HUD provided no explanation for the holdups, but housing advocates believe it is due to the program’s encouragement of green energy, which saves landlords and tenants money as well as reducing greenhouse gas emissions.

The Green and Resilient Retrofit Program is a $1.2 billion loan and grant program created and funded by IRA section 30002 to support projects that will help aging properties become more energy efficiency and climate resilient.
