Section 30002 of the IRA appropriates the following amounts to the Department of Housing and Urban Development (“HUD”) for the fiscal year 2022:
1) $837.5 million, to remain available until September 30, 2028, to provide direct loans and grants to fund projects that improve energy or water efficiency, enhance indoor air quality or sustainability, implement the use of zero-emission electricity generation, low-emission building materials or processes, energy storage, or building electrification strategies, or address climate resilience;
2) $60 million, to remain available until September 30, 2030, for administration costs to implement the section;
3) $60 million, to remain available until September 30, 2029, for contract expenses;
4) $42.5 million, to remain available until September 30, 2028, for energy and water benchmarking of properties eligible to receive grants or loans, associated data analysis and evaluation at the property and portfolio level, and information technology systems.
HUD may waive or specify alternative requirements under this section or under relevant guidelines in the United States Housing Act of 1937, 42 U.S.C. ยง 1437(f)(c) and (bb), in order to facilitate the use of the appropriations made available under this section.
HUD is granted the authority to establish any requirements determined to be necessary for timely and effective implementation of the programs under this section.

Implementation Status at End of Biden Administration:
HUD announced that it has concluded its twelfth and final round of funding through the Green and Resilient Retrofit Program (GRRP), bringing the program’s award total to more than $1.4 billion in grants and loans across 42 states, the District of Columbia, and Puerto Rico. The GRRP supported the modernization of 30,000 affordable homes to make them greener and healthier.
