On March 6, 2025, a group of Senate Democrats sent a letter urging Citibank to release $20 billion in frozen Greenhouse Gas Reduction Fund grants, writing that they questioned the legal basis for the freeze and that it “jeopardizes private investment, job creation, and economic opportunity in communities across the country.” The letter emphasizes that the funds are legally obligated and there is “no credible evidence of wrongdoing.”
The Greenhouse Gas Reduction Fund is funded by IRA section 60103, appropriating $27 billion to EPA to assist states in implementing zero-emissions technologies and provide grants for nonprofits to administer greenhouse gas reduction projects.
