On August 7, 2025, EPA announced that it would terminate Solar for All, one of three programs under the Greenhouse Gas Reduction Fund (GGRF), and cease to implement the program. EPA had previously awarded grants in August 2024 to 49 award recipients, many of which had broken ground at the time of the cancellation. EPA now claims that it “no longer has the statutory authority to administer the program.” According to the Climate Program Portal, as of September 23, 2025, only a small fraction of obligated funds had been outlayed.
Earlier this year, EPA also terminated grant awards made under the other two GGRF programs in March 2025.
Section 60103 of the IRA appropriated $27 billion for the GGRF, $7 billion of which was earmarked for grants for low-income and disadvantaged communities to utilize zero-emission technologies under the Solar for All program.
