Section 60110 of the IRA appropriates $18 million to the EPA Administrator to update the EPA’s Integrated Compliance Information System (“ICIS”), as well as associated systems, infrastructure, and tools. Section 60110 also appropriates to the EPA Administrator an additional $3 million for grants to states, Indian tribes, and air pollution control agencies to update their ICIS communications systems, and an additional $4 million to acquire and update inspection software and devices used by the EPA, states, Indian tribes, and air pollution control agencies. The appropriated funds will remain available until September 30, 2031.
The EPA ICIS integrates key enforcement and compliance information into a single integrated data system. It supports the management and programmatic requirements of the EPA’s Enforcement and Compliance Programs.

Implementation Status at End of Biden Administration:
Section 60110 of the IRA appropriates $25 million for enforcement technology and public information, including $3 million for grants to states, Indian tribes, and air pollution control agencies to update their ICIS communications systems. Funds must be used by September 30, 2031. $22 million of the funds are for administrative purposes and have been allocated to EPA. EPA has not awarded the $3 million in grants available.
