House Committee on Energy and Commerce Proposes IRA Rollbacks to EPA Programs

On May 13, 2025, the House Committee on Energy and Commerce released proposed budget cuts repealing $1.5 billion in Inflation Reduction Act funds previously allocated to EPA for clean vehicles, greenhouse gas emissions reductions, incentives for methane emissions reductions, air pollution plans, environmental justice grants and carbon labeling programs.

IRA section 60101 appropriates $600 million to EPA to incentive expanded use of zero-emission vehicles. IRA section 60102 appropriates $3 billion to EPA to support the purchase and installation of zero-emission port technologies. IRA section 60103 appropriates $27 billion to EPA to establish the Greenhouse Gas Reduction Fund. IRA section 60104 appropriates $60 million to EPA to provide grants for diesel emissions reductions. IRA section 60105 appropriates $230.5 million to EPA to issue grants for air pollution monitoring projects; IRA section 60106 appropriates $37.5 million to reduce air pollution at schools in low-income communities. IRA section 60107 appropriates $87 million to EPA to issue grants for low-emissions electricity grants. IRA section 60108 appropriates $5 million to EPA to implement section 211(o) of the Clean Air Act. IRA section 60109 appropriates $38.5 million to EPA to phase out hydroflurocarbon production and consumption. IRA section 60110 appropriates $25 million to EPA to update the agency’s Integrated Compliance Information System. IRA section 60111 appropriates $5 million to EPA to standardize corporate greenhouse gas reduction commitments. IRA section 60112 appropriates $250 million to EPA to develop an environmental product declaration system for construction materials. IRA section 60113 appropriates $1.55 billion to EPA to incentivize methane emissions monitoring and mitigation. IRA section 60114 appropriates $5 billion to EPA to distribute grants to implement state greenhouse gas reduction plans. IRA section 60115 appropriates $40 million to EPA to improve environmental permitting processes. IRA section 60116 appropriates $100 million to EPA to develop a program to label low-embodied carbon construction materials. IRA section 60201 appropriates $3 billion to EPA for environmental justice grants.
