Section 60108 of the IRA appropriates $5 million to the EPA Administrator to implement section 211(o) of the Clean Air Act, which governs EPA’s renewable fuel program. Specifically, the appropriated funds may be used to develop and establish “tests and protocols regarding the environmental and health effects of a fuel or fuel additive,” collect and analyze data “to regularly update applicable regulations, guidance, and procedures for determining lifecycle greenhouse gas emissions of a fuel,” and to review, analyze, and evaluate “the impacts of all transportation fuels, including fuel lifecycle implications, on the general public and on low-income and disadvantaged communities.”
Section 60108 also appropriates an additional $10 million to the EPA Administrator for grantmaking and other activities under section 211(o) of the Clean Air Act to support investments in advanced biofuels.
All funds appropriated by section 60108 will available until September 30, 2031.
Environmental Justice Considerations:
Some funding will be used to assess the impacts of transportation fuels on low-income and disadvantaged communities.
Current Status:
Section 60007 of the One Big Beautiful Bill Act of 2025 (Public Law 119-21) rescinded unobligated funds under this IRA provision.

Implementation Status at End of Biden Administration:
Section 60108 of the IRA appropriates $15 million to EPA for grants and other uses to support investments in advanced biofuels and to be used by September 30, 2031. $5 million is for administrative purposes so has been allocated to EPA. In February 2024, EPA announced $9.4 million in grants for the development of advanced biofuels but the funds have not been awarded yet.
