Section 60107 of the IRA amends the Clean Air Act by adding a new section 135. Section 135 appropriates $87,000,000 to the EPA Administrator for a low-emissions electricity program. Of that total, $17 million is set aside for consumer education, $17 million for education and technical assistance in low-income and disadvantaged communities, $17 million for industry outreach and technical assistance, and $17 million for outreach and assistance to state, tribal, and local governments. Of the remaining funds, $1 million shall be used to assess anticipated changes in greenhouse gas emissions through fiscal year 2031 that result from changes in domestic electricity generation, and $18 million shall be used to ensure that greenhouse gas reductions are achieved using the existing authorities of the Clean Air Act. The appropriated funds are available until September 30, 2031, and two percent must be reserved to cover administrative costs.

Section 60006 of the One Big Beautiful Bill Act of 2025 (Public Law 119-21) rescinded unobligated funds under this IRA provision.

Implementation Status at End of Biden Administration:
In November 2022, EPA issued a Request for Information about how to use the $87 million. The comment period closed in January 2023. Although EPA issued the required report on electric sector emissions in September 2023, no additional action has been taken.
