Section 60109 of the IRA appropriates $20 million to the EPA Administrator to implement section 103 of the American Innovation and Manufacturing Act of 2020 (“AIMA”), dealing with the monitoring, managing, and phasing-out hydrofluorocarbon production and consumption. Section 60109 also appropriates an additional $15 million to the EPA Administrator for grants for technologies that reclaim and destroy hydrofluorocarbons and $3.5 million to deploy new implementation and compliance tools to carry out section 103 of the AIMA. All funds appropriated by section 60109 will remain available until September 30, 2026.
Current Status:
Section 60008 of the One Big Beautiful Bill Act of 2025 (Public Law 119-21) rescinded unobligated funds under this IRA provision.

Implementation Status at End of Biden Administration:
Section 60109 of the IRA appropriates $38.5 million to EPA for hydrofluorocarbon (HFCS) phase-out to be used by September 30, 2026. $23.5 million in funds are for administrative purposes and have been allocated to EPA. In May 2024, EPA awarded $15 million in grants to 5 applicants to develop projects for HFC reclaim and innovative destruction technologies. All funds have been allocated to EPA or awarded as grants.
