Section 60116 of the IRA appropriates $100 million to the EPA Administrator to develop and carry out a program to identify and label low-embodied carbon construction materials and products. The EPA must work in conjunction with the Federal Highway Administration and General Services Administration to develop the program. The appropriated funds will remain available until September 30, 2026.

Implementation Status at End of Biden Administration:
Section 60116 of the IRA appropriates $100 million to EPA to develop and carry out a program to identify and label low-emissions construction materials and products. The EPA must work in conjunction with the Federal Highway Administration and General Services Administration to develop the program. The appropriated funds will remain available until September 30, 2026. EPA has not awarded any funding from this provision as of January 2025.
