Section 60505 of the IRA adds a new section to Chapter 1 of Title 23 of the U.S. Code, 23 U.S.C. § 178, entitled “Environmental Review Implementation Funds.” The new section 178 appropriates $100 million to the Administrator of the FHA to facilitate the environmental review process for transportation projects. The funds may be used to provide guidance, assistance, and training on the review process, or may be provided to state, local, and territorial governments and their subdivisions to build capacity for and facilitate their ability to conduct environmental reviews. The appropriated funds will remain available until September 30, 2026.

Implementation Status at End of Biden Administration:
Section 60505 appropriates $100 million to the FHA to facilitate the environmental review process for transportation projects, to be used by September 30, 2026. These are administrative funds and have been fully allocated. Since no other allocations are required under the statute, implementation is complete.
