Section 40002 of the IRA appropriates $150 million to NOAA for the construction of new and replacement of existing piers, marine operations facilities, and fisheries laboratories and an additional $50 million for the construction of facilities to support the National Marine Sanctuary System.
The funds appropriated under section 40002 shall remain available until September 30, 2026.
Current Status:
Section 40008 of the One Big Beautiful Bill Act of 2025 (Public Law 119-21) rescinded unobligated funds under this IRA provision.

Implementation Status at End of Biden Administration:
NOAA appropriated $200 million for construction of facilities. Of that funding, at least $120.3 million has been dedicated to construction, and a portion of the funding for a port in Rhode Island is from the IRA funding. Depending on how much IRA funding was dedicated to the Rhode Island port, the funds in this provision may have been entirely used. Any remaining funds are available until September 30, 2026.
