IRA Section 60502 – Funding for Green Federal Facilities

Section 60502 of the IRA appropriates $250 million to the Federal Buildings Fund, 40 U.S.C. § 592, to convert the facilities of the General Services Administration (“GSA”) into high-performance green buildings. The building must comply with the definition of “high-performance green building” under the Energy Independence and Security Act of 2007, 42 U.S.C. § 17061, which establishes criteria for, among other things, reduced energy use and increased recycling. The appropriated funds will available until September 30, 2031.

 

Current Status:

Funds Rescinded by Congress

Section 60020 of the One Big Beautiful Bill Act of 2025 (Public Law 119-21) rescinded unobligated funds under this IRA provision.

GSA has awarded a number of contracts worth millions of dollars to support projects with an IRA-funded component. The exact amount is difficult to determine because IRA funds have been commingled with funds from other sources, such as the Bipartisan Infrastructure Law, for these projects, but GSA has likely not exhausted its appropriated funds.
