IRA Section 60503 – Funding for Low-Carbon Materials at Federal Facilities

Section 60503 of the IRA appropriates $2.15 billion to the Federal Buildings Fund, 40 U.S.C. § 592, to acquire and install low greenhouse gas emissions materials and products in GSA buildings. The appropriated funds will available until September 30, 2026.

Current Status:

Funds Rescinded by Congress

Section 60021 of the One Big Beautiful Bill Act of 2025 (Public Law 119-21) rescinded unobligated funds under this IRA provision.

As of August 2024, GSA had invested $480 million of the $2.1 billion the IRA appropriated for design, build, and modernization contracts at federal buildings using low-carbon materials. As of January 2025, approximately $1.6 billion of funding is still available through September 30, 2026. The IRA’s investment in low-embodied carbon materials have led to the development of 17,000 Environmental Product Declarations in GSA’s IRA low-embodied carbon product categories.
